We run the day
to day operations of the Tenant Management Organisation (TMO) offering
completely free help, advice and resolution services to Green Vale
Homes tenants and residents within our geographical area.
Currently our staff provide the following services
completely free to tenant members of our society.
- Resolve neighbour disputes and problems
- Tackle key issues within the estates
- Organise projects to improve the estates
- Consult with the local authority
- Improve and implement better delivery of Green
Vale Homes services to tenants
- Resolve tenant complaints
- Act as "letting agent" for Green Vale
Homes within Bacup & Stacksteads
We are currently gathering support from our tenants
so that we can take on more responsiblities such as:
- Administering repairs budget
- The repair budget (both day to day and at change
of tenancy)
- How repairs are administered and its expenditure
- Implementing "best value"
- Major Works implementation and planning
We need tenants support to make sure tenants
get a better service.
We also hold meetings with our local management
team in which we work to address key issues, company policy and
tackle problems head on within the estates where we all live.
These meetings include:
- Weekly Business Meetings with our Neighbourhood
Manager
- Monthly Full Board Meetings
- Monthly Maintenance Meetings with Assett Management
(repairs and maintenance)
- Negotiation Meetings with the Executive Director
of Green Vale Homes
- We also attend tenant's forum meetings
- Lancashire Local Meetings
- And North West Tenants and Residents Meetings
We attent these meeting to fight the corner
for tenants.
It has now widely become accepted
that residents groups which receive funding from local authorities
(thus enabling tenants to have a greater say in the running and
eventually managing of their rented homes) are known as TMO's or
Tenant Management Organisations.
Since
stock transfer of the council homes on the 27th March 2006 from
Rossendale Borough Council to Green Vale Homes, Green Vale Homes
has assumed all fiscal and legal responsibilities with regards the
management of the properties in Rossendale.
We have a management agreement with
Green Vale Homes that affords us the luxury of a annual administration
budget. This is funded from Green Vale Homes approximately 1% of
the tenant participation budget which comes from council rent collection.
TMO's are currently entitled to funding equal to £20 per
property (within their geographical area) per year. This funding
goes towards, training of tenants, projects within the estates,
hiring of consultants, arranging tenant meetings as well as office
and equipment costs. As of 2004 Bacup & Stacksteads TMO has
yet to receive its statutory entitlement.
All tenant members who sit on the
management board do so completely voluntarily and on average dedicate
well over 50 hours per week to improving the standard of council
services to tenants within their estates. Tenant board members also
go on training courses during the year enabling them to develop
their knowledge within housing and further their management skills.
We are always looking for tenants
wanting to help improve their area in Bacup & Stacksteads. Persons
wishing to put themselves forward for board membership should do
so at our annual general meeting, which is held in the summer.
We are also in need of qualified
legal and financial advisors to sit on the board to give help and

Founded in the 1990's
Bacup and Stacksteads EMB was one of the first tenant led groups
in the country to become an Estates Management Board or TMO. Working
together with the Department of trade and industry, Rossendale Borough
council, and tenants a management board was formed. |
