Paper Boats

 

I looked down at the Irwell and what did I spy.
Paper boats full of promises, floating on by.
Promises written, promises spoken.
Commitments made to be easily broken.
We should have known it at the start.
No words were spoken from the heart.
They never really meant to deliver.
Three thousand plus tenants sold, down the river.
Paper boats on the Irwell some full of dreams.
Turned into nightmares by twisted schemes
Paper boats passing through Rawtenstall.
Soon to be dashed in the waterfall.

Report to Green Vale Board 15th March 2010
Regarding the Illegal withdrawal of funding and recognition.

 

1 The TMO have received a copy of the memorandum of understanding between Rossendale Borough Council & Green Vale Homes that formed part of the covenants that had to be in the transfer agreement when it was sent to the Housing Corporation not only to protect the TMO but to ensure other tenant organisations were supported and new ones encouraged.

 

This document confirms what we already knew that when the housing stock was transferred the Management Agreement was transferred and is still in operation and therefore Green Vale must abide by the terms of the contract and restore the funding and recognition to the TMO and other Tenant & Residents Groups.

 

2 We have other documents in our possession  which prove that  GVH Board have been misinformed about the Tenant Participation Budget (one percent in the rent) which should have been put in the business plan but never was plus reports that should have gone to GVH Board but never did. They have all been sent to the TSA.

Mediation Meeting –
Transpennine Housing Management and Bacup and Stacksteads TMO

Attendees: Christine Lamb, Bill Pearson, Julie Smith, Sharon Loney, Rod Smith, John Challinor, Tom Minskell, Amanda Garrard

 

Tom asked the TMO about their members. John advised that the board is full with 12 board members and the TMO are looking to get more independents. The quorum is 6. The board meets monthly (12 in the last year) and there is a need for 6 members to be present at each board meeting for it to be deemed quorate. The last 3 weren’t quorate due to illness and clashes with council meetings. The minutes from these meetings will be passed at the next board meeting on 26th January.

 

Frank Evans has resigned but the TMO have recruited 3 new members: Bernadette O’Connor, Barbara Taylor, Sheila Morten.

In order to recruit new members to the organisation new tenants get letters inviting them to be members and Newsletters go out to raise the profile of the TMO and let its members know about the work the TMO is carrying out. The TMO admitted that getting young people involved is a problem due to lack of interest and time.

 

Bill told the meeting that he asked Sheila to be an ‘Area Rep’ helping tenants in her area, which she did. She then became more involved and interested which caused her to join fully.

 

Tom asked of the roles of the individual board members of the TMO:
Bill is Chair, John is Secretary and Treasurer. Bill and John are currently covering Frank’s void inspections. Rod researches as he has an engineering background. He also Community Liaison, he speaks to people around town in the café etc as people have concerns but don’t like to officially report them for whatever reason. Christine is a link to the council and is used for advice. Rod advised that members are interchangeable and carry out a number of jobs. All that is asked of a board member is that they attend meetings. However a lot is done on a voluntary basis in the community.

 

Tom asked what improvement has been made as a result of the TMO. John advised that staff attitude towards the tenants has improved. Repairs and Maintenance is done properly.

 

TMO asked what is being done with the reports that provided information to the TMO. Rod assured attendees that Sharon’s reports are discussed at meetings and recommendations are made with staff.

 

Tom asked for a specific example of the TMO helping tenants. Bill reported the incident of the burst pipe on Pennine Road. The tenant wasn’t getting anywhere with Green Vale and was very distressed. The TMO helped and pushed things forward.

 

Bill gave another example of a tenant who complained about the ends of the work tops. The screws were not flush with the work top end and this is a problem for cleaning and safety. Bill was aware of this because he has the same problem in his own kitchen. Bill has this to Nigel and he has taken it onboard. This is an example of a having tenants view on problems. Local knowledge is key to the success of the TMO.

Tom asked about the PAT testing. John handed Tom a copy of the latest newsletter which displays an article on the PAT testing done at the Sunnycrest family centre in Bacup.

 

Tom asked for the details on the pest control. John advised him that the TMO have supplied 16 pest units to tenants in the local community costing £30 each.

 

Bill advised attendees that he researches into housing markets, planning applications and other housing companies to see how it affects Green Vale Homes and the TMO.

 

The subject of the problems / issues with certain members of Green Vale staff was raised. Tom suggested that there is a need to get past issues, so how do the board and the staff move forward and resolve the issues? John proposed that he and the members of the TMO is prepared to sit across the table from the staff concerned and discuss the issue and come to a conclusion.

 

Tom thanked attendees for there time and told them that he will go away and reflect on the meeting. He advised that any decisions made will be by the boards.

Dear Ms Hurrell,

Bacup and Stacksteads TMO

 

I am writing on behalf of the National Federation of TMOs (NFTMO) to raise with you our concerns about the problems being encountered by our member organisation, Bacup and Stacksteads TMO. We understand that promises made to tenants about the continuing role of the TMO after the transfer to Green Vale Homes have not been honoured and that progress towards a signed management agreement have stalled.

It is now almost two years since the transfer to Green Vale Homes was completed yet the TMO’s status appears to be no nearer resolution, in spite of considerable expenditure by the housing association on external advice.

We understand that the current concern for Green Vale Homes centres on the implications of VAT in relation to services provided by the TMO under the proposed management agreement. The issue of VAT was highlighted in our 2004 publication  ‘Stock Options – Guidance and Good Practice for TMOs’ (page 39) where the clear advice was to take the impact of VAT into account in the stock transfer business plan. The guidance was available to Green Vale Homes and Rossendale Council during the preparations for the transfer and we are surprised that no provision was made.

The NFTMO is a member of the government’s task group that has been working on a new regime for tenant managed housing due to come into force in October. A key feature of that new regime will be a new framework for supporting the development of TMOs in the RSL sector. Government ministers are keen to see positive support for TMO developments in housing association stock. Ian Wright MP, Parliamentary Under Secretary of State at the CLG, told us recently that he will be monitoring progress and looking for examples of good practice.

We are concerned therefore that the failure of Green Vale Homes to enter into a management agreement with Bacup and Stacksteads TMO will continue to provide a high profile example of bad practice that will not help any of the parties involved.

We therefore call on you to be more proactive and creative in finding a solution to the current impasse. We believe that it is possible to find a way forward and we have offered our active support and assistance should it be required. I will arrange for a Federation representative to attend a meeting if that is likely to help to progress things.
